When you look up at the medjool date palms you see the bunches of dates hanging down with essentially a bag over it. It is not a really a bag and in some cases the medjool dates are covered with netting material. The intent and the purpose is really the same. The netting is not as effective as the paper, because with netting you are betting it will not rain during the time the date is rippening. The covering over the dates serves two purposes, one is to protect it from the birds and insects, otherwise the whole harvest would be lost to birds and insects and secondly to protect it from the rain. If it rains the date would likewise be lost. Insects are not too common in the desert, it is just too hot, not many insects, because the environment is just too hostile. The birds are likewise not very common or at least not more common than in a urban areas.
